Danish driving licences to persons living abroad – new important rules

19.01.2017  02:08
As per 1 January 2017 persons holding a Danish driving licence, who do not have their habitual residence in Denmark, may no longer hand in applications for duplicate driving licences or renewal of driving licences to Danish missions abroad.
In order to duly implement EU directive no. 2006/126/EF the Danish executive order on Driving Licenses has been changed with effect from 1 January 2017. Missions are kindly requested to update relevant information on their websites.

Danish driving licences may now only be issued to persons who have habitual residence in Denmark. Habitual residence means the country where the person stays at least 185 days in one calendar year.

This restriction does not apply in relation to international driving licences. Also, persons holding a Danish driving licence, who are on holiday abroad – but still have their habitual residence in Denmark – are not affected by these new rules.

Previously missions could receive applications for duplicate driving licences and for renewal of driving licences for persons who had obtained a Danish driving licence and who did not have habitual residence in Denmark nor in another country within the European Union (EU) or within the European Economic Community (ECC) (Iceland, Norway and Liechtenstein).

As per 1 January all persons who have obtained a Danish driving licence and who do not have habitual residence in Denmark are referred to the police authorities in their country of residence in order to apply for a duplicate driving licence and renewal of a driving licence. This can be done on the basis of a declaration from the Danish police authorities confirming the holder's driving rights. This declaration can be obtained by sending a written application to:

The National Commissioner of Police ("Rigspolitiet")
 Administrationsafdelingen, Pas og Kørekort
 Polititorvet 14
DK-1780 København V
 Denmark
E-mail: pol-paskorekort@politi.dk

Any questions about the new rules on driving licences may be directed to Lene Kjær Nielsen (lennie@um.dk)

The Consular Instructions' chapter XII about Driving Licences will be updated accordingly as soon as possible.
